    Rob Nahoopii, PharmD, MS, 340B ACE, has frontline 340B experience as a regional director of pharmacy within a 22-hospital Health-system. His responsibilities included regional oversight, and direct responsibility for a 395-bed DSH hospital, in-house retail pharmacy, and contract pharmacy arrangements. For the last 11 years, he has been providing 340B external independent compliance audits and 340B consulting across the country through his role as SVP of Pharmacy Services at SpendMend. Rob obtained his Doctor of Pharmacy from the University of Utah College of Pharmacy. After graduation, he completed a 2-year health-system pharmacy administration residency with Intermountain Healthcare and a Master of Science in Pharmacotherapy in the pharmacy administration tract at the University of Utah. He has also completed the 340B ACE training with Apexus. Rob has served on the Apexus DSH council and was a 340B University faculty member for over 3 years.    


    Jacob Thompson is the Vice President of Pharmacy Services at SpendMend responsible for pharmacy sales and new business development. He previously served in various pharmacy leadership roles across multiple IDNs and the VA. He was the founder and CEO of ELEVATE 340B, which was acquired by SpendMend in 2020. Jacob obtained his Doctor of Pharmacy from the Midwestern University College of Pharmacy. After graduation, he completed a 2-year health-system pharmacy administration residency with Nationwide Children’s Hospital and a Master of Science in Health-System Pharmacy Administration at The University of Ohio State.

    Mark Ogunsusi is a partner in the Healthcare and FDA practice group at K&L Gates, where he serves as a national leader in drug pricing, health systems, and pharmacy law. Mark represents hospitals, integrated delivery networks, GPOs, retail and specialty pharmacies, group purchasing organizations, and pharmaceutical technology vendors, among others.

    He is widely recognized for his deep experience with the 340B program, including patient eligibility, virtual inventory management, contract pharmacy design, HRSA audits, manufacturer disputes, and innovative value-based care delivery strategies.

    Mark also advises clients on state and federal law governing PBM relationships, drug reimbursement, limited distribution models, and the integration of centralized and specialty pharmacy infrastructure.

    Mark’s passion for safety net providers stems from his years as a practicing pharmacist serving many rural and underserved communities.

    Michelle Rae Pinzon obtained a Bachelor of Fine Arts at New York University Tisch School of the Arts. She then attended St. John’s University School of Law where she graduated cum laude and served as editor on the St. John’s Law Review. Upon graduation, Michelle worked at Skadden, Arps, Slate, Meagher & Flom LLP before starting a federal clerkship for the Honorable Joanna Seybert in the Eastern District of New York. Michelle is Senior Associate General Counsel at Northwell Health, the largest health system in New York State. She previously worked as in-house counsel at a healthcare technology start-up where she advised on legal matters and implemented the company’s first compliance program. Prior to that, Michelle served as in house counsel for a specialty pharmacy and private equity fund. She is also an adjunct professor and teaches the Lawyering Seminar at the CUNY School of Law in New York City. Michelle has participated as a panelist at the Pharma Law USA Conference where she spoke on best practices for healthcare compliance, and she presented at the American Health Lawyers Association in June 2025 at their annual meeting regarding 340B issues facing hospitals and health systems

    Daniel Neal is the 340B Product Leader at Cardinal Health, where he has worked almost exclusively in the 340B space since 2008.

    In his current role, Mr. Neal acts as the head subject matter expert on 340B issues for the Cardinal Health enterprise, leading the development of strategy, policies, and service offerings across all business units (pharmaceutical, specialty, medical, nuclear, corporate, etc.) and classes of trade (hospital, retail, state government, manufacturer, etc.). As a result, Mr. Neal has a wide range of experience with 340B stakeholders, their diverse perspectives and priorities, and the different challenges they face with operationalizing and optimizing the program.

    Mr. Neal is also responsible for managing Cardinal Health’s 340B consulting business, which offers expert guidance and project support to 340B covered entities. Services include mock audit, implementation, savings assessments, regulatory impact analysis, and policy and procedure improvement. In addition to project work, long-term onsite and/or remote staffing services are offered. Clients for these services range from small, critical access hospitals to large, complex academic medical centers.

    Mr. Neal identifies and sponsors 340B-related technology improvement initiatives to improve operational efficiency, supply-chain integrity and facilitate customer compliance goals. Prior to his current role, Mr. Neal worked in a variety of 340B-related projects, including customer on-boarding and implementation, reporting and analytics, and contract pharmacy inventory reconciliation.

    Mr. Neal holds a BA degree from St. John’s College in Annapolis, MD. He has a certificate in Tax and Accounting from Golden West College in Huntington Beach, California, and he has an MBA from the Fisher College of Business at the Ohio State University, where he achieved a 3.95 GPA and was selected as a Weidler Scholar. He has participated as faculty at the 340B University on several occasions, regularly attends the 340B Coalition conferences, and has completed the Apexus Advanced Operations Certificate Program.
